You're free to do one. As far as I know, none of the developers know written Vietnamese. We depend on users to provide the dozens of translations as we do not know them all ourselves.

Ver 1.4.2 has a Vietnamese translation and works well, so what are the diffiences between ver 1.4.2 and ver 1.4.3 in language file? May be I can only translate the diffirences which will save a lot of time.

If the version that came with cpg1.4.2 (which was actually a language file from cpg1.3.x) worked fine for you, then use it.
