make sure that you have unzipped the coppermine package properly (preserving the folder structure) and uploaded all files and folders from the package. For details, post a link to your site.

Sorry, I don't have a public URL for this, just running on my home computer. actually no folder in the 1.4.2 package, I just created manually on my linux+Mysql+php+appache  box, and I checked the file what the error message is talking about, it's over there, and tried chmod 777 to all files and folder.

is the file accessible if you directly browse it? Maybe it's corrupt, try re-uploading from a fresh copy of the package. Little else what I could say without access to your site.
