I can upload but other users cannot

My site is elderstreetartist.com  test account is set up as test 1234  I  have three people with galleries. I am the admin.  I am the only one who is able to start a new ablum or upload images at this time. If you look Susan Goettsche is able to upload her images but the other two galleries have the image icon with no images uploaded. Opperating system is Windows WP. Let me know if you need a test admin account setup. The test account I setup is a registered account. What might prevent them from adding albums and uploading images?
