Help a newbie

Im really new at this so ill probably have lots of questions. I have no idea where to post this one. I have my gallery all set up and such but when i try to upload a picture i get this

CGI Error
The specified CGI application misbehaved by not returning a complete set of HTTP headers.

It looks like this error is a larger issue between PHP and IIS.  I found a lot of information at http://bugs.php.net/bug.php?id=25863.  The range of solutions is varied and no one seems to have hit on a consistently satisfactory one yet.  Since the site (or attempt) is hosted and I don't have much expeirence with PHP or its larger configurations I think I'm going to abandon hope for now.  When I'm more comfortable in this environment I'll try again.

(One thing I find odd about it is that I can upload a txt file without problems, but not a jpeg.)
