I would like to give only person which are belong to register group, that's simple.

But I wondering , how picture rating is making, Does the same person (assume only register person) can make rating for the same picture MORE THAN ONCE
(e.g from other computer but still as the same person means login as the same person), or ONLY ONE can rating the same picture as the same person  and it is really doesn't matter from any computer the person will be login
