Is it possible in CMG?

Is it posiible in Coppermine Gallery to block creating personal galleries for users and let them manage only specified category created by admin.
Simple: if someone log in to CMG, he can only upload images to galeries (categories) which administrator arrogated to him.

Maby there is an add-on?

No this is not possible in current version and afaik no mod or add on has been developed so far for this. This has been asked quite often on the board. Please do search before posting.
