Edit albmgr.php so normal users can create albums in all categories

Hey,

I have searched the board but cannot find want i'm searching for:

Is it possible to edit albmgr.php so normal users have the same rights to make and edit albums in ALL categories?

It won't require just modifying albmgr.php but many other files and database structure too.
