I've installed Coppermin 1.3.4 recently. When I go to config.php, it shows the following error

Forbidden
You don't have permission to access /gallery/config.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

See if you can access it after renaming the file to something else... like settings.php

YES I'M ABLE TO OPEN IT AFTER RENAMING IT ..

SHALL I CALL CONFIG1.PHP FROM BROWSER EVERY TIME ??

Your host, for faulty reasons relating to security on the server, forbids access to any file called config.  Ask them to remove this restriction.  If they won't, you have to go thru all the Coppermine files and change "config.php" to "config1.php".
