Require that admin activates new users

I am running 1.3.2. I am having trouble 2 idiots creating accounts, validating them and posting nasty comments.

I need to be able to require that I activate a user before they can post any comments, but the configuration doesnt seem to support this.

After reading the docs for 1.3.4 it doesnt look like it has any new feature that supports this, but I might have missed it.

Is there anything I could do to avoid this?

Thanks. I implemented those changes and it works.

My only comment is clicking on the activation link doesnt work if you are already logged in (or remembered) with your own account.
