I want my gallery to automaticly restrict file uploads if for example the pics have height less than 400 pixels. is this possible ?

Please clarify your question - are you trying to prevent images that are smaller than a certain width/height?  If so, please search the forum - I'm sure I already posted code on how to do this.

Use the advanced search, search on my username and then try width, height, and other combinations.  I'd post the topic myself, but I don't know which one it is.

i dont want the max height i want the minimum height. some people upload pics 200X200 etc. i want any pics that is not at least 400 pixels height to be rejected

if this doesnt exist move it to suggestions

there's no option for this in the core code, but I think this has been asked and answered before. Please use the search. Aren't you running cpg1.4.1 anyway?
