I am creating a large image site and wouldl like to allow someone else access to the sit to add descriptions to images. But I don't want them to have full administrative access - is there a way to add a new user and give them access only to the comment/description field on each image?

out-of-the-box: no.
Would require code-changes that are not so easy to accomplish.
