Wont let me log out and change themes?

My photo gallery wont let me logout, change themes or user modes, i go to change them and it doesnt change stays on the same one, and when i log out it will refresh the page but i am still logged in, how can i fix this?

I can log in and out now, but still cant change themes and user modes.
