can "recent uploads" go at the top?

Can I move the "recent uploads" to the top of the page and then the catagories? or the albums?  I can't not find a way to do this?

Rearrange it so lastup,2 is the first thing listed.

lastup,2/breadcrumb/catlist/alblist
