How to make Users able to create PUBLIC albums?

Right now my users can only create albums within their user gallery.  I'd like for them to be able to create public albums so that people don't have to click User Galleries to view other users' albums.  Is there a way to do this? I thought it would be something with permissions but I don't see anything.  please help!!  http://www.adventuresofjg.com/cpg133
