one file in multiple categories

is it possible to place a single file into multiple categories without uploading the same file multiple times? for example, i want to allow users to place all of their uploaded pics in their "users" gallery as well as have the option of displaying any of their uploads in the public galleries...

In 1.3 this is not an option.

In the devel version there will be the option to add images to an album from another album that match a specified list of keywords.

do you know if the images will have to be copied twice on the server or will only one copy be needed?

In the next version, you only need one copy. The multiple instances show up in different albums by the use of keywords assigned to the files.

The Devel version of 1.4 is available from CVSl; however because it's still in development, it comes with no support.
