enable debug mode in coppermine config (ath the very bottom of the screen). Then go to "groups" and set method for file uploads to "SIngle file uploads only". Try uploading the file once more - you should get an error message that tells you what actually went wrong. If you don't understand the error message you will get, post it here.

I didn't ask you to post the debug output; I was asking for actual error messages. Post a link and test user account (non-admin) if you're not capable of doing as suggested.

make sure you have CHMODed the albums directory as suggested in the docs. Do as I said and enable debug_mode for everyone and set "Single file uploads only" in "groups", I can't help you if you don't do what I suggest.

Have you properly configured your server, and properly configure all the files and directories per the installation instructions?

It is not recommended to run your own server from your home computer.  Professionals with years of experience have trouble running a production server - home servers tend to be wide open and vulnerable to attacks.  Operate at your own risk.
