Did you read the documentation in the docs folder or the link at the top of the page? We can guide you if you can't find your way but we can't move your legs for you.

Yes I read that or some of it, but I have installed this on my pc, but I did not understand what I have to do now..  ???

Read all of it twice. Then search through the forums. You have to be more specific. We can't read your mind. CPG is a complex program and we don't have time to repeat the entire manual to you.

Yes, a properly configured web server is one of the requirements of using coppermine.

You shouldn't worry about themes at this point if you don't even have a webhost.
