Only having 2 language choices

How would I be able to select on certain languages, for example if I want my site to be only available in French and English, where would I specify that only those 2 languages can be chosen? Also I'm using the 'Yes:Item' option for 'Display language flags' setting.

Delete all the other files except for english and french in the lang folder.
