Pagination Question

On my index.php on the front page when I first log in, it only shows page one of all my albums listed in a certain category. There is no link on that front page to go to page 2. Why is that?

And to go from page one to page two on my gallery, the link is listed near the bottom of the page. I'd like to have a copy of that at the top of the page too. What file do I use to edit that? And what is the area that I would copy to the top?
