make a album in one category

hi

is there any possibility to grant a registered user, that he can make an album in an existing category

for example: there is a category named "models" - the user should generate an album in this category, named f.e. "planes"  - and upload each pics to this album

a didn't find anything in the settings

plz help

no, the admin is the only one who is allowed to create "regular" albums.
