HTTP 500 Error

Just recently installed v1.5.20.  I have it bridged with Mybb and I am able to upload images fine w/ Firefox and IE9.

I had a user using IE who reported the following error after trying to upload a file w/ multiple attempts:

HTTP 500
Most likely causes:
The website is under maintenance.
The website has a programming error.

What you can try:
Refresh the page.

Go back to the previous page.

Any ideas?  I don't have access to server side error logs.

Also version check gave:
txtalbums/edit/no_FTP-uploads_into_this_folder!.txt    mandatory        n/a    n/a    Mandatory file is missing    
txtalbums/userpics/no_FTP-uploads_into_this_folder!.txt    mandatory        n/a    n/a    Mandatory file is missing    

The file is not there and I can not upload a file w/ a "!" character in the file name.  I uploaded it w/o and tried rename and still lack permissions.
