Why the user not comment twice in same pic?

Dear friends ... I have a problem.

The users of my gallery cann't comment twice in a same photo. How change this?. It's possible?

Config > Comment Settings.  Tick the box where it says,

"Allow several consecutive comments on one file from the same user (disable flood protection)"
