I did not start the upgrade yet as I see there are quite a few issues from other people doing upgrades. I just need to what file need to download. What to do next etc, etc..

You download the current version of Coppermine and follow the update instructions. No point posting unless you have an actual issue you need help with.

I seem to be running an older version. 1.4.14   can I upload 1.4.25 or is there a certain download I need to use.

Try reading the Docs, the question you have asked is in there in the section about upgrading.
