Files missing???

After I upgraded to version 1.4.18 I noticed that when I clicked on the little question marks on the admin cp to get an explanation  of what somethig is, I only got a blank page.
 I have upgraded to 1.4.19 and is still the same. On the version check all is green with version 1.4.19 (except the anycontent.php) although some docs files are not there. I've attached a screen shot, maybe I need some of the files missing ??

1. Don't hotlink your files but attach them!

Upload the docs folder from the cpg package, if you want to use the question marks (they refer to sections in the docs folder).

sorry about the hotlink !!

when I upgraded I uploaded the docs folder too so I don't know why it's empty on the server ???

Have you checked this via ftp or just with versioncheck.php? If the folder is really empty, re-upload it.

I checked via my ftp client and the docs folder is not empty

when I click on the little question mark, a window opens and it's supposed to give you an explanation, like a help file but in my  case a blank window pops up :-\
before I remember clicking on it and the window would have the help file
