Display all user albums (including empty ones) for the admin

Imo the admin should see all user albums, even the empty ones (see http://forum.coppermine-gallery.net/index.php?topic=25630.0), so we need an additional switch that determines if the admin is logged in.

@Nibbler: in the thread http://forum.coppermine-gallery.net/index.php?topic=25630.msg118200#msg118200 you posted instructions how to accomplish empty user galleries being displayed. Could you come up with some more advanced queries that will display the empty galleries for the admin only and hide them for non-admins?
