Hi friends,
I am trying to find a good photo editing program. I do not know what I need to look for. Can anybody tell me what some really good programs are?

I can recommend the Corel Graphics Suite. It offers nearly the same features and interface as market leader Photoshop and contains both an excellent editor for Bitmaps (the actual Photoshop equivalent named "Corel Photo Paint") as well as one of the industry leaders for vector graphics (Corel Draw). Additionally, it conatins some usefull tools. If you're on a tight budget, don't buy the most recent version, but an older version that is available for only a few dollars.
Most recent version currently is CorelDRAW Graphics Suite X3 (around $450), while CorelDraw 11 Graphic Suite OEM is available for $35.
There are many heated discussions all over the internet where people discuss recommendations for image manipulation software. Most claim that Photoshop is the unrivaled best product, which probably is true. However, it is a pro application with many features that non-pros hardly ever need. Most amateurs and semi-pros are much better off in my opinion if they use a cheaper alternative.
Personally, I use Corel Photo Paint 11 (bundled in the above mentioned CorelDraw 11 Graphic Suite).

if u are a normal person...than i would recommend: MAGIX Photo & Grafic Designer http://www.magix.com/us/xtreme-photo-graphic-designer/
its a very powerful tool. it can create whole webistes, flash, vector and pixel prafics...good price-performance-ratio!!

I would definitely say Adobe Photshop CS3 is a must for any photo editor or aspiring photo editor.

No, it's much too expensive and has way too many features for most users. Photoshop is a pro-tool. As Stramm suggested:

I don't find it very usefull that each and every forum on this planet needs a discussion about the best photo editing tool that just ends in users promoting Photoshop because they have read somewhere that it's the best. You need to know at least three different applications to be able to judge, and you need to have purchased your non-free software to have an opinion. Then you're allowed to post why exactly Photoshop is superior. Post what makes it superior, i.e. what features you use that makes it stand out above the rest. Just posting the obvious "the market leader has got the best and most expensive tool" is too easy. You have posted a lot of "me too" postings in short succession - post real content now or stop it please. Thanks.
